Draft Aceh Qanun on Public Services The Aceh Provincial Government has released a draft regulation (‘qanuns’) on public services. It is one of 28 qanuns prioritized for legislation in 2008. It is 34 page document of 10 chapters and an explanation of qanun. The ten chapters include general principles, basis, vision, scope; public service organization officers, management of public services (principles of public service; standard of service; communication of procedure for access to services; management of information system within public service organization; management of infrastructure and superstructure and public service facilities); rights, duties and people's participation; public service commission; sanctions; concluding rules. Indonesian groups are currently preparing comments on this especially on the sanctions. There also questions as to lack of definition of discrimination and economic and social rights obligations as contained in the International Covenant on Econmic, Social and Cultural Rights.
